The article is focused on the functions and powers of local governments in southern Europe. The aim is to compare systems of local government in Spain, Serbia, Portugal and Italy, particularly in terms of their comparation of autonomy. The paper deals with the characteristics of selected municipal units in various countries for a given level of NUTS2. After outlining the tasks and functions of government at the regional level, the systems are subjected to subsequent appreciation and mutual confrontation. Post shows continued development of the self and its important role in the democratic elements.
